Evidently, the Hon. Zirardini and his cronies believe that the soul of a people can be moved back and forth as one does with a switch on an electrical gadget: stop, forward, back, etc.
One day it suits them for the workers to keep quiet and think only of voting them into parliament and local councils and they preach against violence, against the insurrectionist illusion in favour of slow, gradual, safe, evolution, for the legal conquest of public authorities.
Then come the beatings, the arsons, the fascist murders to show even the blind that you get nowhere with legality, because even if it has been beneficial to the oppressed in some cases, the oppressors have no qualms about violating it and substituting it with the most atrocious violence. But our good socialists are rushing to prevent workers from responding to provocation, extolling ” heroic patience.”

Finally the blows get too harsh and even strike the leaders’ backs, all the special cooperative organization of the socialists is about to be destroyed, the situation becomes unbearable even for them, and so they call for insurrection!
Do they not see, these gentlemen, does Zirardini not see that it is ridiculous to hope that those they have spent fifty years turning into sheep will become lions all of a sudden? And can’t they imagine with what sneers and suspicion the workers they have failed to emasculate would welcome a call for insurrection coming from them?
Besides, who could take them seriously when the same Zirardini who is threatening a possible insurrection, is proposing a collaboration of socialists with the anti-fascist bourgeois parties, i.e. is putting forward another illusion, another deception intended to keep the workers down, hoping that salvation will come from the government without any need for their own efforts?
We do not question anyone’s good faith; but it seems a singular aberration, an incredible misunderstanding of individual and mass psychology to think that we can believe in and put our hopes in legal means, and at the same time be ready to resort to illegal ones; get excited about elections and prepare for insurrection. This might seem possible in Mr. Enrico Ferri’s speeches on the “two legs” with which socialism walks, but is refuted by historical experience, just as it is belied by the conscience of anyone who stops to look at himself a little.
Let’s recall, for example, a lecture by the ineffable Misiano, in which the then honourable deputy, after speaking of the imminence of the revolution and insisting on the need for technical preparation, went on to talk about the municipal elections which were due to take place within about six months, and recommended starting to prepare the lists right away and beginning activities in preparation for the election campaign.
Can you imagine anyone who is expecting the revolution at any moment and is preparing for it, working at the same time for the municipal elections that are due to take place in six months? Or vice versa, one who hopes, without risk and with little effort, to contribute effectively to social transformation with a simple vote, being prepared to risk bread, freedom, life in insurrectionary action?
You have to choose; and of course the majority choose the path that seems easier and which in any case is not dangerous; but then they find that they have built on sand, and when the reaction does not have the moral and material capacity to resist … they let themselves be beaten and starve.
And, in fact, we saw what happened. The revolution did not come about, because they didn’t want it; but the elections did […]
The insurrection will come, it must come; but it will certainly not be through the work of parliamentarians … indeed it will be against them.
The workers must prepare themselves, and to do so they must give up illusory faith in governments of today or tomorrow, in deputies and all those aspiring to become them.

Evidentemente, l’on. Zirardini ed i suoi compagni che l’applaudono credono che l’animo popolare si possa muovere e manovrare come si fa di un apparecchio elettrico comandato da un commutatore: fermo, avanti, indietro, ecc.
Un giorno conviene loro che i lavoratori stiano tranquilli e pensino solo a votare per mandarli al parlamento ed ai consigli comunali, ed essi predicano contro la violenza, contro l’illusione insurrezionista, e per l’evoluzione lenta, graduale, sicura, per la conquista legale dei pubblici poteri.
Poi vengono le bastonate, gli incendi, gli omicidi fascisti per mostrare anche ai ciechi che colla legalità non si arriva a nulla, poiché quand’anche essa fosse in qualche caso favorevole agli oppressi, gli oppressori non si fanno scrupolo di violarla e sostituirvi la più atroce violenza; ma i nostri bravi socialisti si affannano perché i lavoratori non raccolgano le provocazioni e vantano «l’eroismo della pazienza».
Infine le busse diventano troppo forti e colpiscono anche le spalle dei dirigenti, tutta l’organizzazione specialmente cooperativa dei socialisti sta per essere distrutta, la situazione diventa insopportabile anche pei capi, e allora si fa appello all’insurrezione!
Non si accorgono quei signori, non si accorge Zirardini che è ridicolo sperare che possano tutto d’un tratto diventare dei leoni coloro che essi si sono sforzati per cinquant’anni di trasformare in pecore? E non pensano con quale sorriso di scherno e con quale senso di sospetto accoglieranno un appello all’insurrezione proveniente da loro quei lavoratori che essi non sono riusciti ad evirare?
E d’altronde, chi potrebbe pigliarli sul serio, quando è proprio quello stesso Zirardini che minaccia una possibile insurrezione, colui che propone la collaborazione dei socialisti coi partiti borghesi anti-fascisti, vale a dire che mette avanti un’altra illusione, un altro inganno destinato a tener tranquilli i lavoratori colla speranza che la salvezza verrà dal governo senza bisogno di uno sforzo proprio?
Noi non mettiamo in dubbio la buona fede di nessuno; ma ci pare una singolare aberrazione, una incomprensione incredibile della psicologia degli individui e delle masse il pensare che si possa nello stesso tempo credere e sperare nei mezzi legali, e nello tesso tempo tenersi disposti a ricorrere ai mezzi illegali; passionarsi per le elezioni e prepararsi all’insurrezione. Questo può apparire possibile nei discorsi dell’on. Enrico Ferri sulle «due gambe» con cui cammina il socialismo, ma è smentito da tutta l’esperienza storica, come è smentito dalla coscienza di chiunque si ferma un po’ a studiare se stesso.
Ricordiamo, per esempio, di avere un volta ascoltato una conferenza dell’ineffabile Misiano, in cui l’allora onorevole deputato dopo aver parlato dell’imminenza della rivoluzione ed aver insistito sulle necessità della preparazione tecnica, passava a parlare delle elezioni municipali, che dovevano aver luogo di lì a sei mesi, e raccomandava di preparare fin d’allora le liste e di curare con attività la preparazione per la lotta elettorale.
V’immaginate voi uno che aspetta la rivoluzione da un momento all’altro e si affatica per trovarsi pronto, e nello stesso tempo lavora per le elezioni municipali che debbono aver luogo sei mesi dopo? O viceversa, uno che spera di poter senza rischio e poca fatica concorrere efficacemente alla trasformazione sociale con un semplice voto, e voglia poi rischiare il pane, la libertà, la vita in una azione insurrezionale?
Bisogna scegliere; e naturalmente la maggioranza sceglie la via che sembra più facile e che in tutti i casi non presenta pericoli; ma poi si trova che ha fabbricato sulla rena e quando viene la reazione non ha capacità morale e materiale per resistere… e si lascia bastonare ed affamare.
Ed infatti si vide quel che successe. La rivoluzione non si fece, perché non la vollero fare; ma vennero invece le elezioni […]
L’insurrezione verrà, bisogna che venga; ma non sarà certo per opera dei parlamentari… anzi sarà contro di loro.
Occorre che i lavoratori vi si preparino, e per poterlo fare debbono rinunziare ad un’ingannevole speranza nel governo d’oggi o di domani, nei deputati e in quelli che vogliono diventarlo.
